UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new study of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and open spaces to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England announced its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

This research of councils in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will have to increase local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “We face demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Forecasts

Research of regional authorities this week further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (IMD) covering English councils, many participating urban areas were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties confronting local leaders across key cities in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the study revealed.
